My experience is that enough calls will usually get some response. Also, be sure that the top officials are sick of hearing about this. There are about ten, mare, foals and a stallion. They are being fed STRAW. One has died and the neighbors have called SPCA numerous times over the last six months and they say the horses are being fed (is straw considered food?) so they will do nothing. They have now been moved to the back of the property so they're not seen from the road. To get close you have to tresspass. Have been been told they are in really rough shape. Any suggestions?
