One of the reasons many times is they can't take thier pets to shelters with them or on public transportation to get out and they refuse to leave their pets to fend for themselves. They will allow you to bring a suitcase and your pet. Makes sense that the humane society would rather set up sites for keeping the pets rather than having to go into rescue the pets and the others having to go in and rescue the humans that stayed behind to stay with their pets.
