I was watching the news just now, and Galveston and New Orleans (again) are under mandatory evacuation. After all that occurred
with Katrina, I am hearing that some citizens are refusing to go.
I hope they reconsider. To keep this endurance related, I hope
any endurance folks in the path of this new storm (now at Cat 4)
are mercifully passed by............

There are always some folks that refuse to go. One of the reasons many times is they can't take thier pets to shelters with them or on public transportation to get out and they refuse to leave their pets to fend for themselves. That's a real two edges sword for emergency planners and it does amount to a significant number. The other issue planners have with evacuations is the "cry wolf syndrome." After two close calls over the past four years (Charlie the last one last year) where St. Pete, FL ordered evacuation and the hurricane didn't come anywhere near - some people will ignore the next one. Charlie was the storm (Cat 4) where the order was for all people in the Tampa/St. Pete/Clearwater area to evacuate to Orlando to have the storm trun long before it hit Tampa and take a direct hit on Orlando as a still Cat 3 storm. In essence the directed people from safety into harms way. On the other hand it takes 48 hours to evacuate St. Pete so they have to start well in advance of when the storm is there. Then there is the issue of ordering an evacuation - and finding out there is not enough gas in the gas stations to support that number of people leaving. That happened last year in FL for Francis. Being an emergency planner has got to a thankless job - one were an ulcer is probably handed when you take the job interview.

Bottom line - ordered evacuation or not a person does not have to leave his home just because the Government order them to and that's actually a good thing. However, good judgement should be used.
