You don't say how heavy the rider is going to be, but, to make the math
easy and to be generous, let's assume the rider weighs 125 lbs.  So we are
talking about a total load here of 1050 lbs with a 25# saddle or 1063 with
a 38# saddle.

I guarnatee you, the horse will not know the difference.  The 13#
difference in weight is less than the weight of the horse's breakfast and
less than the weight of 2 gallons of water.  Your horse will gain and lose
that much during the course of the "good solid 2-3 hour walk trots."

Buy the one that is the most comfortable for horse and rider.  Both of
these things make MUCH more difference than 13 lbs of static weight that is
tied onto the horse.
