This is why vets usually talk about "half lives" not withdrawal times. Some substances will persist in the body for many moons. If stuff bioaccumulates, it can have effects and thus be in violation of rule 13 for a long time.

Back in the 60's some druggy friends claimed that Canabis must be harmless because it took them less to get high than it did a year ago. We now know that THC accumulates in fatty tissues and has some very long term effects.
