Put the horse in a round pen, or other safe area. Starting way away approach with a squirting bottle. At some distance, he will start to be slightly nervous. Don't get closer. Just keep squirting at that distance until he stops being nervous. Move a slight bit closer. Stop when he gets nervous. Walk in a circle around him at the nervous distance. Depending on the degree of phobia and your patience, you will at the end of the lesson be closer than at the start. Do the same thing at a later time, with the goal to end up a bit closer etc. Eventually you will be right along side and misting the horse and he will not longer react.
