Ok, not ideal but that's what he did. My current mare wasn't a good drinker either, and this is what I did. On training rides I would pack some beet pulp(dried) and some grain for flavor. At the water stops I would offer to let her drink and if she didn't I would mix up the beet pulp and grain and feed it to her. Hey it soaked for a whole 45 seconds but it was fed with water. Almost invariably she would drink at the next water stop. It also taught her to eat on trail. The other thing that worked was a very long training ride, from Robinson to Deadwood and back. Not much water on the trail but it was available. By the time we got back to Robinson, there was a trickle of water next to the road. I got off and she practically got on her knees to drink. She can still take 15 milesor so to drink but then she gets serious about it.
