They (FEI) need a standard by which to weed out the horses that should not be in a championship ride from those that are capable of doing it.It seems that the COC time requirement is not the big issue in riders being able to get a COC. The much bigger issue is there are so few FEI sanctioned rides for them to get a COC. That's much bigger impediment in the US than the time.
