Hi Jody,
How about clicker training him not to? What
triggers him to toss his head? Does he do it all the
way down the trail?
If you are not familiar with clicker-training,
there is lots of information on the internet. After he was introduced
to the concept, you could click and treat him whenever he wasn't tossing his
head, and then ask for him to go longer and longer periods of time
without tossing before giving him a click-treat.
