If so, that's not only totally normal, it's desireable. It's the look the show ring folks try to mimic by shaving their horses bald on their muzzles and around their eyes. If, on the other hand, it looks more like this: http://www.sweet-itch.co.uk/horsepics/horses2bbig.html then you're dealing with sweet itch. If that's the case, there are a zillion and one "solutions" out there, and it seems that what works for one horse doesn't necessarily work for another.
