The email you received is a called a Nigerian 419 scam.  You can
see a whole list of their various emails and get additional in-
formation by going to http://www.quatloos.com/scams/nigerian.htm;
apparently, per the website the Nigerian government is involved
in the scams as well and it is a national pastime, but take that
with a grain of salt; not sure how that was verified.  They also 
provide an open forum regarding scams requiring advanced fees or
refunds of overpayment, common with these con artists.
