Oh that's an excellent point.  Absolutely.  As Bobbi Richine (RMTC) said in a situation about rating a really hot horse, "hills are the great equalizer." 
 
They'll get the message quickly (as Karen pointed out), and there's certainly less risk to those young legs....

It also helps to have mountains.  Stevie has been learning to rate quite well.  I partly think it is because if required I can point him uphill for as long as it takes for him to realize that sometimes the trail just keeps comming at you.
