I've heard that it is required to enter the FEI ride....http://www.usef.org/content/equestrianSports/passports/index.php This was not required before, you could enter with a coggins and a health certificate, but no longer. <snip> If it takes the month and a half they say it takes to get the passport maybe the upcoming FEI 100's will not have a lot of participants?? :^) Well, actually, this rule has been in effect for awhile (it certainly was last year, but I'm not sure if it was before that, or if so, for how long before that)--at any rate, it isn't anything new. Folks planning to ride in the FEI portion have likely been planning for quite some time.
