An easy way to determine if these Emails are legit is to look at the 
entire message header. It gives you the routing of the message and if 
some of the stops look strange - that's a big red flag.  My banks ATM 
has a message on it while you are waiting for cash that says something 
like, " ...do not respond to any Email from the bank..."  I had gotten a 
few of those in the past and forwarded them on to bank security to see 
if they could be tracked down.

It's just not PayPal.
