Use Contact Cement.
Clean the stirrup thoroughly of loose bits or lumps. Let dry.
Sand lightly, to improve adhesion of the cement.
Apply one coat of Contact Cement to the surface of the stirrup and the surface of the pad. Let dry.
Apply a second coat of Contact Cement to the surface of the stirrup and the surface of the pad. Let this coat get tacky.
Stick each together while it is still tacky. Let dry.
