I don't see this as being about getting "cash for a signature" most likely there is a reason, centered around money involved. I think I am a reasonable person, but I can think of a lot of reasons why I would not sign the papers without money, a few examples: 1) The original purchaser did not conplete a contract as specified 2) The foal was given (or sold at a bargan price) to someone for any of a number of reasons, and specifically with NO papers. That person eventually sold the horse, now some stranger wants to register it. I would feel that I should be compensated for the value I did not receive during the first transfer. 3) The demand for what seems like a really large amount of money is my way of hinting that I don't want the mare bred on. (Note: I personally would have told the person wanting papers that, but many people are not very direct.) Alternately, the breeder in question may just be a greedy SOB. I can't tell from here.
