There are probably a lot of reasons for this and the meaning is difficult to determine unless it is taken in a larger context. If for example if the equivalent to Class A shows is going down in most breeds, then the issues is more related to people's desire to participate in horse shows than an Arab trend. The year 1990 is an interesting time frame since that was close to the year the IRS changes the status of deductions for horses - which had a huge impact of the Arab industry. That might be a transient event that had a significant impact. It might be that the numbers prior to 1990 were artificially high.

To come to some conclusion one needs to look at the trends in horse ownership in general, how these horses are being used, the trends in showing, trends in breeding in all breeds, the trends in trail riding, the trends in recreational performance events, e.g., CTR, endurance, etc.

If you only want to trail ride - why belong to the AHA? If you want to just do endurance riding with a gelding - why belong to the AHA? It would be interesting to see some nation wide numbers across all breeds and events.
