You don't say how old the horse is? Could she be cutting new
teeth, it sure sounds like a abcess, sticker in her gum, etc.
Have you tried hot compresses? The other day I went to Wal Mart
and bought those silly hot compress things for your back. There
are about 3 of them to a box, they have sticky stuff and you
tape them directly to your skin. They cost something like $3.00
a box. The kind I bought was Terma-Flu. WOW DID IT WORK! This
thing stayed hot for over 8 hours.

Maybe you can get one of those and apply it to her jaw and help
take some swelling out, then turn to cold water. 

I'd check her teeth and really look at her gums to see she doesn't have 
stickers in them
