This is pretty much true for anything you order mail order using any of the major credit cards. If the seller continues to do business with the credit card company, then the seller will not receive payment until you tell them that the item has been received or until the seller provides proof of you having received it, proof of having put it in the mail isn't good enough for the credit card company. If the seller is no longer doing business with the credit card company and/or has done a bunk (not saying that this is true in this case), then the credit card company will eat the cost. No matter what the case is, if you dispute the charge, unless the seller can provide proof that you received it (like, if you signed for it), you won't have to pay for it. Getting a call from the credit card company saying that they won't get paid until they ensure delivery is usually enough to get most sellers to figure out a way to get it delivered to you. "Lost in the mail" is the seller's problem, not the buyer's, unless you bought it FOB (a old shipping term that stands for Free on Board, which, in essence, means that the buyer is responsible for arranging the shipping, its costs and, more importantly, risks).
