Our local Sheriff and Forest Service has been distributing little books for
you to write down things you see at the trail head.  The idea is that when
you see something you write down all the info.  Descriptions, licence plate
numbers, date time etc.  You then leave the sheets with the authorities.
You are not accusing anyone, just providing information.  If an incident
happens the authorities have some information and a place to start.
