JMHO, no, AERC should not be a child welfare
agency, however, it is everyone's responsibility to get involved IF child
abuse or endangerment is witnessed. OTOH, not agreeing with the way
someone treats their child, is no reason to create rules to try to
stop that behavior. Rather than have age limits, how about just not allowing
ponying another horse & rider? Oooh, I probably shouldn't send this, but
here goes! (:>)
