[RC] Wild Horses Letter in NY Times..on the mark - Nikki McCormack

Ok. Forgive me if someone has already asked this and I just missed it, but does anyone know if there is a system to the culling of herds? Are they pulling sick/injured/deformed horses out of the herds to help maintain the health of the herd, or are they just pulling whatever they can catch and leaving the rest?
