And once he is in the enclosure, let him eat in peace without a hassle.
When he is done halter him.

It takes some horses a long time to adapt to new homes and people.   Months,
or longer.   Be patient.

A catch pen!  Set up a couple of 16 x 16 panels in a corner, and feed him
there.  Come with a goody, put it in the tub, and close the gate.  Don't
even TRY to catch him until he is in that small space.   :-)
