People are right, carry a cell phone and call the sheriff as you are in fear of 
an attack. They should come if you call. I would also recommend too that you 
don't acknowledge them.   I don't know about a weapon, but one of the reasons I 
always carry a dressage whip is if I needed to I could hit someone with it. I 
have hit dogs with it. Trust me it stings.  I also like the idea of taking the 
Sheriff with you.  They don't have a right to keep you off the road, and you 
should be able to ride without fear.  Good luck.
