They said that she was 14 and won first place. For the most part, juniors have to have sponsors, yes. But there is nothing to prevent a junior and his/her sponsor coming in first and second. Also, AERC allows juniors past a certain age (used to be 14, somebody currently familiar with the policy feel free to jump in and correct that if it's wrong) to petition to ride as seniors. They have to have a certain number of miles, and they have to have their parents' permission. They get a letter from AERC that they can present to ride managers, and they have to get the approval of individual ride managers as well. Some rides just have a blanket junior policy and do not accept the AERC letters for any juniors--Tevis is one ride that has its own junior policy and does not allow the "moved-up" juniors to compete without sponsors.
