Wow, that's a lot different than UMECRA, OAATS and AHA rules which all state that water must either be naturally occuring or at least not unnaturally cooled (as in setting a  bucket in the shade to keep it cool is fine, but throwing ice in it or using cooler water is not). It's that whole level playing field thing.

Is this a recent change or has it always been that way?

Yes.  You just can't attach it to the horse (like an ice boot) but you can put ice in sponge water and ice the horse down to your heart's content :)
