At one point in the distant past, the horse didn't even have to be sound at
any gait, he just needed to have crossed the finish line.  There have been
horses that were sick or even dead after crossing the finish line and still
got completions.  This was a few decades ago, however.

This whole thing about vet checks also confused me when I started, but
from
the other end.  I was riding CTR under UMECRA rules, then started UMECRA
endurance.  I knew what a hold was, but didn't understand the rule that
stated that UMECRA endurance rides must use the "gate into hold", as I had
never seen anything else.

I found out that, more common in the past, was the "Stop and Go" where you
could go again as soon as you met criteria, and hold (of a certain length
of
time) that just required you to meet criteria before you left.

The racing that must have happened under these rules is scary, especially
when coupled with 72 pulse criteria and "sound at the walk" for
completion.

Our sport has made great strides in protecting the horse.
