Can anyone provide any information on what the manager's particular concerns are?  Is he concerned about disturbance of a particular species during nesting/breeding, potential impacts to aquatic habitats (stream crossing), etc.?  Knowing what his concerns are might make it easier to figure out how to work with him to address them while still putting the ride on - that is, identify potential compromise options.  And, taking time to sit down with him and ask him how one can work to alleviate his concerns might go a long way toward buying some good will.  Just a thought.
