It would be one more case of changing the rules to hurt 99% of the membership to try to affect 1%. One of the most irritating rules in CT is that you cannot make forward progress off your horse. In 17 years of endurance riding I have never been on a course where I felt anyone helped their placing by getting off and running. I know it was a factor for a little while out west but it was so rare that it would not be beneficial to make a big deal about it.
