Yep, that's the right way to do it.  Require weighing before going off anywhere,
and before eating or drinking or being handed anything.  And if weighing with
tack (as we currently do), only what they strip off the horse right there, and
without wetting anything down or refilling anything.  Your weight is what you
crossed the finish line with, period.

It isn't hard to do, although the ride needs to have someone there with a scale
whose primary responsibility is doing the weighing.
