I don't know the exact composition of the soils in San Jose, but if it like the East Bay of San Franicsco, you definitely don't want to ride even if you could. That clay soil can pack in your horses hooves and your 14.2 arab is now 15 hands. I remember quite well trying to dig it out and several inches under the hooves is not unimaginable. Kinda like pony platform shoes. Particularly when it starts to dry.
