Of course that is possible.  All you have to do is find one, and win races.

This is not an area where opinion rules.  Endurance rides are open to all
equines.  AERC awards, including the perfect ten, are open to all equines.

If you think a particular horse or type of horse is the best all you have to
do is campaign the animal and everyone will know how good it or the type is.
