The horse owner's liability limit laws are pretty common these states - more and more of them have it. That said, my understanding is that it only protects the owners from liability due to "accidents" in the "normal" course of dealing with horses. As with any waiver, with abnormal circumstances, negligence or irresponsibility, a horse owner would not be protected. I'm betting some crafty attorney could say that a stallion is not just a normal horse that the average person would be around, so there could still be liability for the stallion owner. I wouldn't want to test that, myself!
