Even tightened all the way, it makes no contact so what is it for? That chain is a curb chain, just like for any other leverage bit (of which the Kimberwicke is a pretty mild one). And like all other curb straps/chains, it needs to be adjusted so that it makes no contect with the underside of the horse's jaw when there is no tension on the reins but will make contact when the rein is applied. The way to make this adjustment is to hook the appropriate link of the chain on the hook. Some of the links of the chain will be left dangling. They can be cut off if there are too many of them or if you don't like the way they look and you are sure you are not ever planning to use it for a bigger horse.
