I believe you have been given the info backwards.
Early this year IL implemented the permit number
requirement, with a required 72 hour max timeframe
before a trip into IL. Equine owners shrieked quite
loudly, and IL changed it to a 30 day time frame for
equines only (I read the official statement that was
issued about the change). The permit number is just a
number written on your 30 day health paper, so it is
good for the same 30 days as the paper. You could
drive into IL 29 days after you got the health papers
and you'd be 'legal'. Your vet just calls (or logs in
online if registered) and is issued a permit number to
write on the health paper. It's not really a big deal
at all.
