He was drunk and fell face first into a small puddle and drown. So yes, under certain situations a horse could drown in 2' of water. tom sites Chief Tendoy (for whom the wide spot in the road where I pick up my mail is named) drowned in Agency Creek, which would be lucky to have 6" in it anywhere. Granted, he was reportedly "under the influence" at the time. Certainly a horse can drown in 2' of water--and have! Tie-downs are frequently the culprits, but as someone else mentioned, if he went over and stunned himself, that could cause a drowning as well.
