When a Standardbred is being run by himself to try to set a track record or obtain a fast time for whatever reason, another horse, usually a Thoroughbred called a prompter, is galloped alongside to encourage a best effort....." If this is indeed what the framers of the rule had in mind, it makes more sense and just emphasizes the prohibition on pacing with another horse. The prohibition on electronic devices still is a stretch, especially since I don't think anyone has ever thought that the prohibition of prompting prohibited the crew from giving advice and prompting to a rider at allowed crewing areas or stops. It would surely be nice if the BOD would clear up the intent of the rule with the addition of a simple sentence or two.
