[RC] refunds - Alice Yovich

Yes, refund them if they call within a reasonable length of time. If the ride manager gets home and has a message, they tried to call, or give a cell phone or emergency contact number so the person can call. Perhaps there are friends waiting on this no show person that could relay a message? There are extenuating circumstances, but there is also just plain rudeness too.
