This is where the skill of the handler comes
in. I have, with good results, increased the urgency of the go forward
whip cue in these situations. If the handler has properly diagnosed
the problem, one crack with the whip hard enough to sting is all it takes to
convince the horse to quietly load. The test as to whether you have
correctly diagnosed the problem is the response. If the horse goes berserk
you goofed. That usually doesn't happen, especially if you increase the
stimulus slowly until a reaction happens.
