All that it currently implies would still exist. -F. I repeat--your first sentence is in keeping with the rule. Your second sentence is contrary to everything else the rule says. There simply is NO way to make an across-the-board cut-off time for all substances. It may be a good guideline for many things--but it is not in keeping with the spirit of the rule. What about a drug like Banamine, with a 24-hour half-life? In 72 hours, 12% of it is still in the horse! Never mind that whatever condition prompted you to use such a potent drug will likely still continue to impact the horse. And it is the latter that is at the heart of the rule--by stating a cut-off time, the implication is that it is ok for the horse to run that long after such a drug. And it is that very implication which shoots down the very heart of the rule. For such things as MSM and DMG that can be found in normal foodstuffs, the 72-hour notion is workable, and as such, it is fine as a guideline. But if written into the rule, it becomes an excuse for people NOT to think about what is really best for their horse.
