I doubt if it would really help that much with keeping flies away---if the flies are that attracted to a dirty sheath, probably needs to be done on general principles. I think the most useful prevention habits are still just those that control flies---picking up and removing manure, using fly spray, fly sheets, whatever. If you do have a horse that develops an abscess, flush that baby out and be very careful about keeping the flushed crud away from where flies can get to it and transfer it to other horses.
