Sorry this is so late, I've been ruminating on the whole question of IDing 
livestock for the last month.  Does anyone else think it's curious that this 
proposal came up, then almost immediately a cow with Bovine Spongiform 
Encephalopathy was found in Washington state?  (Actually about 50 miles from 
me.)  How 
convenient for the government to have a readily visible and urgent reason to 
put this proposal into action.  jeri
