And yes, you will have to stop at the state line (assuming the agricultural inspection station is open, which it usually is but might not be if you are one some back road). And what they will ask you about your hay (and you and your horses) is "where did it come from?" And if that place is on their list of places that they don't want hay from, they will tell you that you have to leave it there. If it is a place they have never heard of, they may just tell you to leave it there anyway, or they might go back and look at it to see if it looks like it might have some foreign bugs in it. Which of these things they decide to do depends upon the mood of the inspector...so don't piss him off :). You can probably call in advance and ask them if they are going to have a problem with hay from where you are bringing it from.
