First you start by working in the arena - alone and with other horses - on basic communication and control, then you work on that on the trail. Additionally, there are established methods already in place for training a horse to work in groups and there is no need to reinvent the wheel. People who do search & rescue, crowd control and mounted police work already go to clinics for this sort of thing.
