The rider you suggested let the person pass from behind might not have been given that option. People have to hold their horses back and wait for you to get to right place. True there are switchbacks there that you can just stretch out your foot
and touch the head of the rider below you (I took photos one year to show
the disbelievers at home). But there *are* places you can pass a horse on
that section - you might have to ride a bit but they're there if you really
need to do it.
