[RC] Problems getting Registration Papers - Lysane CreeMy experience has been that the registration body will usually do everything they can to help. If you have the name of the "recorded owner" then the association should as well...and should be able to verify that a horse matching yours is in fact registered. Having her registered name and any other info. you can provide them should make things easier.
If it is just a matter of the previous owner being uncooperative, the association should be able to issue you new registration papers (probably for a fee) if you explain your story and your efforts to contact the previous recorded owner. It is always best to put things in writing, so you may want to send a formal letter, detailing what you have done to contact the previous owner, as well as give them a phone call.
Do you have a bill of sale? Make sure you attach this with your request as proof that you have in fact purchased the horse.
My own registration paper dilemma did not turn out that great, but I must say that in my case, the Paint horse association was kind, helpful and did everything they could to help me out. I had bought a Paint gelding a while back from an acquaintance and when I bought the horse he insisted it was registered and that he just hadn't found the papers at this point. Papers weren't that big of a deal but since he claimed the horse was registered I persisted for several months, asking about the papers whenever I saw him. He kept saying he couldn't find them. Then he said the guy that sold him the horse hadn't given them to him. He gave me the name of the seller, so I tracked this guy down (maybe he didn't think I would). When I called him he was very nice and he didn't remember exactly the horse I was talking about (the sale would have been made at least 4 years prior) and wasn't sure he had ever sold a horse to Mr. X. He did sell a horse to Mr. X's friend.
He said that if the horse was registered he would have sold him with the papers. If he had sold him without papers it was because the horse was not registered. He even agreed for me to send him pictures of my horse. Once he received them, he called me back and said that no, this was not the horse he had sold to Mr. X's friend. He had sold a stockier lighter colored horse to Mr. X's friend. He is a big seller of Paint horses and known in the industry, so his word was probably the truth. Mr. X seems to have just told me the name of this supposed "previous owner" to get me off his back. The Association was very helpful but since they had so little to go on, with no registered name, no names of sire or dam, I never did get any papers. This time when I bought my Paint mare at 8 months old, I made sure I saw her parents papers and called the APHA to make sure my filly's papers were actually in the works, and did the transfer of ownership right
away.
But all this to say that if your mare IS registered, and you give the association all of the info. that you have and explain that the previous owner is uncooperative, they should be able to issue you a new set of papers (even if the previous owner refuses to hand them over).
