Either the AERC is lax in enforcement - but considering that the
ability to gather eveidence through testing is not viable - one wonders
how it would be enforced; they don't care to enforce it - in which case
it should not be illegal or the membership as a for the most part
thinks the rule is a farce and have not intention of following it. In
either case the should probably be legalized if for the only reason is
to put down a set of rules that means something and the membership as a
whole respects.
