This would be a REALLY bad argument to try to make.  The properties in
that area would SUBSTANTIALLY increase in value if they could just get
the horses out of there. (It may actually even be part of the City's
motivation:)).  Compared to the rest of Newport Beach, Santa Ana Heights
is a slum. :)
