If you have no proof or are too cowardly to file a protest, don't say anything. Rumor mongering is not productive, and is cowardly. As far a trail judges. The AERC does not need any new rules or requirements. A ride manager can post people on the trail, put up passwords, places to stamp rider cards, or anything else he/she feels is required to ensure a fair competition.
