[RC] Electric fencing around pasture - Ridecamp Guest

I have a solar electric fence charger that is putting out 4.1 Joules (if Joules 
isnt how the amount of electricity is measured it is 4.1 "whatever" on the 
meter) My physics was tooo long ago.  I don't get much of a jolt when I touch 
it but I was wearing rubber soles.  One fencing expert says that 4.1 is enough, 
another says it isn't enough for horses.  Electric fencing is supposed to be a 
psychological barrier so how much is enough. The electric fence is internal to 
a permanent fence.
